Small Lottery Registration 
Section 5 Lotteries and Amusement Act 1976 authorises the conduct of small lotteries by societies for charitable, sports and other similar purposes not for private gain, but the society must first be registered by the appropriate authority and the lotteries conduct must comply with the Act.
 
The Council will register societies, where appropriate, upon application if the statutory conditions are met.
 
A fee of £35 is payable on initial application.
 
Street Collections Permits
 
The Council has made regulations under the Police Factories Miscellaneous Provisions Act  (1916) to control charitable collections in streets and public places.  The essence of this is that a permit must be obtained from the Council before any street collection can be held and the regulations must be complied with.
 
House to House Collections
 
Where charitable collecting involving a collector travelling from house to house a licence from the Council is required.
 
Public Entertainment
 
Where public entertainment (and certain sporting events) is held either in premises, marquees or on private land in the open air a public entertainment licence is normally required.
 
Door Supervisors
 
Where door supervisor are employed at places of public entertainment they need to be registered with the Council.  Applicants are subject to a police check and are required to undergo training.

Taxi and Private Hire Licensing
 
There are five distinct licences:

  • Hackney Carriage Licence
  • Hackney Carriage Driver's Licence
  • Private Hire Vehicle Licence
  • Private Hire Driver's Licence
  • Private hire Operators Licence

Licences are issued subject to conditions.
 
Vehicles are required to fulfil certain criteria and the grant of licences is subject to inspection and testing and the production of relevant documentation.
 
Drivers are subject to a fit and proper person test which includes a criminal record bureau check, production of relevant documentation and medical certification.
 
Operators are subject to a fit and proper person test which includes a Criminal Record Check.
