Appeals against parking tickets
It is your responsibility to comply with the parking regulations which are stated in each car park. Notices on the machine also clearly state the charges, the maximum stay period and the fact that the machines do not give change.
The car parks officers do check vehicles thoroughly for tickets and permits and they do allow some time for you to get change or to load and unload. If they see that you have not complied with the regulations they must issue a Standard Charge Ticket.
Once a ticket has been issued the car parks officers are not authorised to cancel them. You must make your appeal in writing. All appeals are considered individually alongside available evidence which may include photographs taken at the time of issue. The ticket will only be cancelled in exceptional circumstances. Please refer to the notes below before you appeal.
Tickets issued for the following reasons will not normally be cancelled:
- You were parked in a disabled bay and you do not have a disabled badge.
- You were not parked wholly within a marked bay.
- You were not parked in a bay at all.
- There was no valid permit displayed (even if you have one).
- You left your car in the car park without buying a ticket.
- You took too long to get change.
- Your Blue Badge had expired more than one month prior to the ticket issue.
- You overstayed maximum stay period.
- You exceeded the departure time on the machine ticket.
Tickets issued for the following reasons may be cancelled especially for a first offence. Please send your valid machine ticket or details of your Blue Badge or resident's permit with your appeal.
- Your Blue Badge had expired less than a month prior to the ticket issue.
- You had displayed your Blue Badge or resdient's permit incorrectly.
- You had forgotten to display your Blue Badge or it had fallen from view.
- Your valid machine ticket had fallen from view or was obscured

You are advised to make payment (without prejudice) even if you are appealling. If your appeal is upheld your payment will be returned or refunded. However, if payment is not received within 14 days of the issue of the ticket and the ticket is not cancelled and the full charge of £60 will be due.
